 Home Modification Loan Program (HMLP)


What Is HMLP?

  • A state-funded program providing low-interest loans for home modifications.
  • Helps elders and individuals with disabilities live independently and remain in their communities.


Core Purpose:

  • To adapt homes to meet the needs of household members with documented functional limitations or disabilities.
  • HMLP is not a general home repair program. Modifications must directly relate to the beneficiary’s day-to-day function.


Am I Eligible?

You may be eligible for the Home Modification Loan Program (HMLP) if you:

  • Are a Massachusetts resident
  • Have a disability
  • Have a household member or household members with a disability
  • Have a household member who is over 60
  • Have documentation of need
  • Meet the income-based requirements


Loan Amounts:

  • Property Owners: $1,000 to $50,000
  • Manufactured/Mobile Homeowners: $1,000 to $30,000


Interest Rates:

  • Eligible Homeowners: 0% interest
  • Eligible Landlords: 3% interest (amortizing loan with monthly payments)


Repayment Terms:

  • Deferred Payment: No monthly payments required
  • The full loan amount is due when the property is sold, title is transferred, or the property is refinanced


Security:

  • The loan is secured by a mortgage lien on the property or a UCC-1 lien for mobile homes


Asset Rules:

  • To qualify for the 0% deferred-payment loan, the primary head(s) of the household must meet specific asset limitations
  • Countable Asset Limit: The primary head(s) of the household cannot have more than **$175,000 in countable assets** (as of May 2025 guidelines; this amount can change annually)
  • Some previous documentation references a limit of $75,000, so applicants should verify the current limit with a provider agency


Countable Assets Include:

  • Cash savings
  • Deposits in checking, savings, money market, and brokerage accounts
  • Cash value of stocks, bonds, mutual funds, ETFs, index funds, or other capital investments
  • Real estate (aside from the primary residence) and personal property held as an investment (e.g., gold, jewelry, coins)
  • Recreational vehicles


Modifications That Can Be Made:

  • Toilet seat lifts
  • Doorways widened
  • Accessibility options include temporary ramps
  • Permanent built-in ramps
  • Indoor chair lifts
  • Washing machine connections moved to a main floor of living
  • Walk-in tub units or custom shower upgrades, including seats and handheld showers
  • Grab bar installations for safety
  • Whole-home standby generators provide power to keep vital medical equipment like oxygen and medications refrigerated during power outages
  • Fenced-in property perimeter to aid in dementia/Alzheimer's safety
  • Main-floor living modifications to allow for ADA access
